AFSA presents Draft Regulation on Digital Operational Resilience at an Inclusive Roundtable of the Partnership Platform for European Integration
The Financial Supervisory Authority organized, for the first time, an inclusive consultative roundtable with members of the Partnership Platform for European Integration (PPEI), during which it presented the draft regulation "On Digital Operational Resilience for Entities Licensed by the Financial Supervisory Authority."
The meeting marked an important step in strengthening institutional dialogue with experts, civil society, and representatives of the non-bank financial sector, reinforcing the Platform as a key institutional mechanism for communication, consultation, and transparency throughout the European Union integration process.
The AFSA Executive General Director, Ms. Adela Xhemali, underlined the significance of the meeting, stating:
"Alignment with the European Union acquis requires not only technical transposition but also broad consultation and the active involvement of market participants, institutions, civil society, and experts. This regulation represents an important step toward modernizing the supervisory framework and calls for greater commitment from licensed entities to strengthen risk management, incident reporting, and digital operational resilience."
The draft regulation has been prepared as part of the process of aligning the financial markets legislation with the European Union acquis, specifically with Regulation (EU) 2022/2554, commonly known as the Digital Operational Resilience Act (DORA). It aims to establish clear and standardized requirements for the management of information and communication technology (ICT) risks by entities supervised by the AFSA, thereby strengthening the security of information systems, enhancing preventive and response capabilities against cyber and operational incidents, and ensuring the continuity of financial services in the event of technological disruptions or other operational shocks.
During the meeting, members of the Partnership Platform engaged in a constructive discussion on the key provisions of the draft regulation and its practical implementation
